Mr. CHAN Sokkhy  Executive Director

Mr. CHAN Sokkhy is a development professional who has served as Executive Director of KPY since April 2025. Previously, he worked in four different international NGOs including Research Triangle Institute (RTI), World Vision International-Cambodia, World Food Program, and Handicap International Organizations. He has over 20 years of experience in the field of humanitarian Development (locally and internationally), serving in various positions such as Child Development Manager, Area Program Manager, Project Manager and Transformation Development Facilitator Team-Leader. His organizational skills include Leadership Development, Operations Management, Program Design, Capacity Building, and Partnership and Network Building. His educational background is in Public Administration, Human Resource Manager, and Rural Development.

Mr. LO Vuth  Program Manager

Mr. LO Vuth is a community development professional who has been serving as the Program Manager at KPY since April 2025. He has extensive experience in project management across various sectors, including child education, child rights, child protection, WASH (Water, Sanitation, and Hygiene), health and gender, self-help groups, and agriculture. Over the course of his career, he has worked with five international and local NGOs, including World Relief (Hope for Children), World Vision International – Cambodia, International Cooperation Cambodia (ICC), and iHOPE. Mr. Vuth brings over 20 years of leadership and project management experience to his role.

Ms. CHHEANG Chanratana  Admin & HR Officer 

Ms. CHHEANG Chanratana has been serving as the Admin & HR Officer for Koampia Phum Yoeung since September 2019. Previously, she worked in GERES Cambodia and KREDIT MFI. She has 13 years of experience in the positions of senior program officer, field officer, social worker and administration & HR officer. She graduated with a bachelor’s degree in agriculture.

Mr. OK Libounna Finance Coordinator

Mr. Ok Libounna has served as Finance Coordinator for Koampia Phum Yoeung in June 2023. Previously, he worked three different International NGOs: World Vision Cambodia, Church World Service, Every Child, and one Local NGO: M’lup Russey Organization. He has 25 years of experiences in the field of financial accounting in various position such as Project Accountant Supervisor, Chief Program Accountant, Finance Manager, Director Finance. He Graduated Bachelor’s Degree in Accounting, Master’s Degree in Public Administration.

Our Board

Ms. BITH Sreyhem –
Board Chairperson

Ms. Bith Sreyhem is a Cambodian/Canadian national with almost 30 years of experience working and consulting with NGOs and businesses in Cambodia. Her professional activity in the non-profit and business worlds includes administration, human resources management, accounting, business development, and project management. She currently works part-time as a General Manager for First Trust Co., Ltd., a property holding company, and she manages an apartment building in Phnom Penh.

Mr. HEANG Kim –
Board Secretary

Since 2002, Mr. Heang has worked in the financial sector, serving in a variety of positions in an NGO lending project, microfinance institutions, and currently with Phillip Bank. He has held positions in marketing, including Head of Marketing for KREDIT MFI, and now serves as Head of Company Secretariat of Phillip Bank. In this role, Mr. Heang was deeply involved in the merger process between Phillip Bank Plc and KREDIT MFI. 

From 2008-2019 while leading KREDIT’s Marketing department, Mr Heang also led the Social Performance and Community Development unit of KREDIT, which was then spun off to become a separate local NGO,  Koampia Phum Yoeung (KPY). As a board member of KPY, he is able to ensure continuity in the mission, vision, and strategy of KPY.

Mr. Heang holds a Master’s degree in Management and is also pursuing a Bachelor of Law degree.

Mr. CHAN Mach –
Member

Mr. CHAN has served as the CEO of Phillip Bank since January 2020 when KREDIT Microfinance merged with Phillip Bank. Prior to that he was the CEO of KREDIT since 2006. 

Under his leadership, KREDIT became sustainable and tripled its portfolio. Mr. Chan serves on the Board of the Cambodia Microfinance Alliance (CMA). He has completed 2 Master’s Degrees: MBA and MFB and is currently pursuing international certification as a Chartered Banker from the UK. 

Mr. ONG Teong Hoon –
Member

Mr. ONG started working in the financial sector in 1977 serving in various management positions with Standard Chartered Bank in Singapore, Myanmar, and Cambodia until 2002. He then joined Phillip Securities in Singapore until being appointed as Shareholder Rep to KREDIT Microfinance in 2012. Mr. Ong serves on several boards of businesses, charitable organizations, and schools in Cambodia. He is a graduate of the University of Singapore with a Bachelor of Business Administration and an Associate of the Chartered Institution of Bankers since 1978.
